Why process regulated waste on-site?

Thirty years ago, it was standard practice for the medical industry to incinerate its waste.  Concerns about health risks from stack emissions and syringes on NJ beaches forced a complete transition to the current practice of sterilization, shredding or grinding and landfill.  Many hospitals have chosen to contract off-site waste treatment and disposal services in spite of the extremely high cost, the risk of liability associated with transporting untreated medical waste and the administrative nightmare of mandatory record-keeping. 

Now, we see another transition on the horizon: a move away from sending our waste to landfill.
